Your diagnosis could be very accurate. A trauma of the head is very plausible, but I would have to be able to see the bird to be sure.

If the medication was administered two months ago that won't be the reason. There is a possibility that he has an infection with paramyxo, paratyfus or an other bacteria that can infect central nervous tissue. It is also possible that he has had a trauma (hit his neck or head hard against something) and that is why he is behaving like that. I would advise you to give him an injection for paramyxo and treat him for 10 days with Baytril 2ml/liter.
